A graduate of the National FBI Academy, Frank's 45-year law enforcement career included more than two and a half decades as sheriff of the largest county in Kansas, with a population of over 600,00, and service as Undersheriff and a municipal chief of police. Frank's advocacy with lawmakers transformed law enforcement in Johnson County and led to the establishment of a nationally recognized and internationally accredited criminalistics laboratory, the construction of a state-of-the-art communications center, the development and construction of a Juvenile Justice Center, and the creation of a certified medical examiner's office that opened after his retirement.
Frank has been the legislative liaison for the Kansas Sheriff's Association and the president of the Kansas Peace Officers Association.
